Three jobs that are one job
Reordering pages, turning the ones that came out of the scanner sideways, and deleting the blank sheets are three separate tools on most sites. In practice they are one sitting: you open a scanned bundle, and it needs all three before it is worth sending to anybody.
Doing them separately means three uploads, three downloads, and holding the page numbers in your head as they shift underneath you each time. Here they happen together against thumbnails, and you can see what you are doing.
Nothing happens until you apply
Everything on screen is a plan. Moving, turning and deleting only change what the page looks like here, and the document itself is untouched until you press apply. So every move is free, every delete can be restored, and start again puts it back exactly as it arrived.
Your original file is never modified either way. Applying builds a new document and leaves what you dropped in exactly as it was.
How this tool works
Every page is drawn once as a thumbnail so you can see what you are moving, and from then on everything you do is held as a plan rather than applied to the file. Reorder, rotate and delete as much as you like: nothing touches the document until you press apply.
When you do, the plan is carried out in a single pass. The pages you kept are copied in the order you left them, and each carries its own rotation with it, which is the specific thing that goes wrong when reordering and rotating are done as two separate steps.
The bug this page exists to avoid
Worth explaining, because it is the reason this is one screen rather than a shortcut between two others.
If you reorder pages and then rotate one, the page numbers have already changed. Page 1 is not the page that was page 1. Chain a reorder tool into a rotate tool and the turn lands on whatever has arrived in that slot instead of the page you meant, and you will not notice until you open the result.
Here the rotation travels attached to the page it belongs to, all the way through. Move a page to the back after turning it and it arrives at the back, still turned. There is a test that does exactly that, because it is the kind of thing that looks fine in every simple case and breaks in the real one.
Working quickly on a long document
Clicking a thumbnail selects it, and the buttons at the top act on the selection. With nothing selected they act on everything, which is what you want for "this whole scan came in upside down".
So a 200 page bundle that arrived rotated is two clicks: select nothing, turn right. A bundle where every other page is a blank rear side is select the blanks, delete, apply.
The thumbnails are drawn at low resolution deliberately. They are there to let you recognise a page, not read it, and rendering 200 pages at full quality would leave you waiting a minute before anything appeared. None of that resolution ends up in the file you save, because the real pages are copied across whole and never redrawn.
Quality is not touched
Pages are copied as whole objects. Text stays real text and is still selectable and searchable, links keep working, and vector drawings stay sharp at any zoom.
Rotation in a PDF is a single number stored against a page rather than a redraw, so turning a page costs nothing and loses nothing. Anything that rasterises pages to organise them destroys the text layer permanently, and no tool can put it back.
Password protected files
A permissions password, which restricts printing or editing but leaves the document readable, is fine. A password needed to open the file is not, because the contents are genuinely encrypted. Open it in your reader, save an unlocked copy, and organise that.
No page limit, and no queue behind other people
